High blood pressure in diabetics increases the risk of eye problems such as retinopathy and diabetic nephropathy. It also increases the risk of stroke and heart attack. Blood pressure must be constantly monitored .
To be high is 140/80 mm Hg or above for people with diabetes and 130/80 mm Hg for those with diabetes and complications 
Diabetic patient are more at risk of developing hypertension if they have a family history of hypertension and have certain lifestyle factors like obesity, eat a lot of salt ,do not eat  fruit and vegetables ,do not exercising daily.
You can lowering blood pressure in two ways first modifications of your lifestyle like Losing excess weight, having a low salt diet , regular exerciesing at least 30 minutes , eat a balanced
healthy diet ,avoid smoking and by medications like ACE inhibitors

Taking a detailed medical history, family history, clinical medical examination of the patient, examining vital signs and blood pressure, and performing medical tests, including a complete blood count, kidney function, triglyceride and cholesterol levels in the blood,urine test , and performing  Electrocardiogram (ECG)
