Problem with the electric transformer

Solve the problem in the electric transformer:
1 - Measur of the tip of the medium voltage with the body of the converter, which must be the value of resistance is large
2 - Measuret of the end of the low voltage with the converter, which must be also large
3 - Measuret of the tip of the medium voltage with a tip of the low voltage terminals, which must be a large resistance value also
