consult a dermatology doctor as its on sensitive location, doctor will perform test to diagnose this condition then provide the treatment, for eczema, doctor will advise you to avoid rubbing it as well as keep it moist with non-perfumed moisturzer, on the other hand, if its caused by sun light exposure , doctor will advise you to use light bleaching creams like adapaline, for fungal infection , doctor will prescribe topical anti-fungal such as miconazole - 2 times daily - for 14 days
