the cause may be notalgia paresthetica which is treated by  using capsaicin cream  or lidocaine cream and in severe cases cortisone local injection could be used  and in severe cases gabapentine can be used and the cause may be skin disease like eczema or psoriasis which is treated by cortisone ointment

you should be assessed by the neurologist to revise the signs and symptoms and if there is suspicion of the presence of nerve injury then MRI or CT of the neck should be done also the skin of the back should be assessed to exclude the presence of contact dermatitis or psoriasis
