When we talk about shortness of breath we should clarify alot of causes below , first we should focus on heart related cause and rule out it by do cardiac ECG and ECHO by cardiologist , then will go to respiratory causes as mostly asthma for young age or COPD for old age , Asthma has genetic relation and treat it primarily by avoid causes of asthma will descripe below and can use drug as B-agonist such as sulbatamol(ventolin )   and use corticosteroid as bedsonide or other , But COPD in adult primarily should avoid smoking which is mainly cause and then use drug as B-agonist and corticosteriod and do respiratory excercise 
: Diagnosis
Advise you to go to internal medicine doctor to take more detailed history , do examination and some investigations as ECG , ECHO by cardiologist , Respiratory functions and X-ray chest and follow your case
