Hi doctor is 11.6 HbA1C normal or not?

The normal range of HbA1C is less than 5.7 %, the normal range of fasting blood glucose level is about 70 to 100 mg/dl and the normal range of random blood glucose level is about 100 to 140 mg/dl so, the level of HbA1C 11.6 is high and means having diabetes .
Symptoms of diabetes :
- weight loss 
- polyurea
- polydepsia
- tiredness 
- blurred vision 
- feeling very hungry 
- tingling or numbness of hands and feet 
- dry skin 
- recurrent infection 
- feeling very thirsty 
- urinate alot specially at night 
Diagnosis of diabetes :
the diagnosis is made by taking full history, clinical examination and doing investigations including blood investigations like CBC, levels of random blood glucose level and fasting blood glucose level and level of HbA1C .
